SWDA is a quasi‑governmental entity and must comply with Alabama’s competitive bidding laws. Under Alabama Code 41‑16‑50, any purchase of goods or services totaling $30,000 or more requires free and open competitive bidding unless a statutory exemption applies. Any allowable exemptions or special purchasing circumstances are managed through SWDA’s internal purchasing policies. SWDA follows these state requirements and internal guidelines to ensure transparency, accountability, and responsible stewardship of public funds.

Informal Bids I ($1,000 – $3,000)

We obtain quotations from a minimum of three vendors, either verbally or in writing. All quotes are documented and attached to the purchase order.

Informal Bids II ($3,001 – $10,000)

We obtain quotations from at least three vendors via email, verbal communication, or written submissions. All quotes are documented and included with the purchase order.

Informal Bids III ($10,001 – $29,999)

We require a minimum of three written quotations. All documentation is maintained and attached to the purchase order.

Formal Bids ($30,000 and above) & Capital Projects

For larger purchases and all capital projects, we follow a formal bidding process. The Purchasing Agent may advertise opportunities on our website and/or in a local newspaper of general circulation to ensure competitive participation. Bid notices are distributed to vendors on our official bidders list.

Vendors interested in working with SWDA must complete required documentation to be considered for procurement opportunities.
